Rates

Effective July 1, 2023:

The base water rate is $20.08 a month for 0- 1000 gallons of water usage. All usage above 1000 gallons is charged at $.00344/gallon. The base sewer rate is $48.82 a month for 0- 1000 gallons of sewer usage. All usage above 1000 gallons is charged at $.008967/gallon.

A minimum residential bill which allows you 1000 gallons of water and sewer usage without garbage service is $70.10, minimum bill with small garbage tote is $89.10, and a minimum bill with a large garbage tote is $90.60.

Tax: 6% WET tax Cedar, Muscatine, and Scott County. Residential customers are charged tax only on their water usage. Commercial customers are charged 6% WET tax on water and 7% sales tax on sewer usage and garbage collection (optional).

Payment

Meter readings occur monthly, about the 20th. Bills (water, sewer, and garbage) are mailed on the 1st with payments due on or before the 20th. If the 20th falls on a weekend or holiday, payment will be processed the first business day without penalty. After the 20th, a $5.00 penalty is charged to your account.

Service to Rental Properties

Service to rental properties requires the tenant to fill out a customer information report and a deposit of $200.00. This deposit will be refunded after twelve on-time monthly payments or at the time of move-out. A deposit is not required for homeowners.

Late Payment & Discontinuation of Service

If any account is not paid within seventeen days from the end of any given period, the service to such owner or person so supplied with the utility shall be discontinued after the following procedures have been complied with:

The City Clerk shall send a disconnect or discontinuance notice by ordinary mail stating a disconnect date if no payment received. When a hearing is requested by a customer, the Administrator shall conduct a hearing within two days following the request. The customer shall have the right to present evidence or propose a payment plan. The decision of the Administrator is final.

A disconnect notice will be posted at the property the day before shutoff day and a fee of $25.00 will be added to the delinquent bill at this time. The account holder will have until noon the following business day to pay the fees to avoid disconnect of service.

Public Works department shall disconnect any service after noon if the delinquent bills and fees remain unpaid. Any service without a working curb stop shall be treated the same as a discontinued service with fees assessed. Property owners will be notified to fix curb stop. If service is discontinued for nonpayment of fees and charges, or for the violation of any Ordinance, a fee of $50.00 shall be paid to the City of Durant by 3:00 P.M. of shut off date, a fee of $100.00 shall be paid to the City of Durant if after 3:00 P.M. of shut off date, in addition to the rates or charges then due before such service is restored. If any such service charge is not paid within sixty (60) days from the date it is due, the same shall constitute a lien upon the premises served by said municipal system, which said lien shall be collected in the same manner as taxes.

Garbage & Recycling

The garbage service in Durant is provided by Oveson Refuse & Recycle, Wilton IA. Garbage and recycling pickup is on Tuesdays of each week. Garbage and recycling must be out by 6:00am, Carts may be put out the night before and removed from the street after pickup. Late set outs will not be collected until your next scheduled collection day. Residents will be informed on changes in pick up day due to holidays in the News & Views.

Garbage Totes & Pricing

Two sizes of garbage totes are available, a 65 gallon cart for $19.00 a month or a 95 gallon cart for $20.50 a month.  Extra 65 gallon carts are available to 95 gallon customers who are actively recycling at $3.00 a month.   All garbage must be in bags in the garbage tote. All garbage tote lids must be closed, all bags keeping the lid from closing will be left.  Place the cart curbside with the opening facing out.  Keep the cart at least three feet away from other carts, mailboxes, fire hydrants, low hanging trees and shrubs, parked cars, and utility poles so trucks can easily access the cart.

Bulk Items & Appliance Stickers

Bulk item (items the size of a recliner or smaller) will need a $6.00 sticker purchased from City Hall in order to be picked up by the garbage company. Large bulk items (items larger than a recliner) will require a $15.00 sticker. These bulk items need to be put out on Tuesdays with the regular garbage. Appliance stickers are available for $18.00 and also need to be put out on Tuesdays. Appliances include refrigerators, stoves, microwaves, dishwashers, washers, dryers, freezers, dehumidifiers, air conditioners, and water heaters. Refrigerators that are put out must have the doors removed and set beside the unit. Any extra garbage bags outside of the tote require a $2.00 sticker purchased from City Hall.

Yard Waste & Disposal

Service is provided from April 1 st through November 30th for grass, leaves, and garden debris only. Yard waste must be placed in a paper yard waste bag (these can be purchased at any discount, hardware, or home improvement store) with a yard waste sticker that can be purchased at City Hall for $1.00 each. Yard waste bags will be picked up on Tuesdays with regular garbage.

Burning Ordinance

Yard waste burning is allowed from March 15th to May 30th, and September 1st to December 1st. Burning can be done between the hours of 9:00 am-7:00 pm. No burning of garbage is allowed. The use of fire pits is exempt from this ordinance.

Recycling

Recycling is voluntary. One bin is provided and extra bins may be used. No fee. To view accepted recyclable materials click here.

NOTICE: FOR CITY NOTIFICATIONS SUCH AS SNOW EMERGENCIES….

Effective July 1, 2021, Cedar County Emergency Management has a new notification system that will also affect the City of Durant. We now use Alert Iowa. If you were signed up prior to July 1, 2021 with WENS-Wireless Emergency Notification System - you will need to sign up under Alert Iowa. It does not matter what county you live in, if you sign up you will receive local alerts and notification. In order for anyone to receive local notifications such as boil orders or snow emergencies, please go to https://ema.cedar-county.org/.  Under “Sign Up Now” an account can be created so you can receive the county and local city alerts.  You can also text CedarIA to 672-83 to create an account.

If you do not sign up there will be no notifications from the City of Durant. Unfortunately that is how this system is designed under Iowa Homeland Security.
